The test is hand-powered vs. motor-powered: an electric razor or power drill moves to Class 9 or Class 7, while the manual version — kitchen knives, scissors, hand-crank tools — stays here. Cutlery brands sometimes need both this class and Class 21 if they also sell non-cutting kitchenware.
